The SABAL (Special Assistance to Back Artisans and Labourers) scheme in J&K provides financial support to traditional artisans engaged in carpet weaving, pashmina shawl making, woodcarving, and other Kashmiri crafts who faced economic hardship especially post-COVID. It provides monthly stipend plus free toolkit and training.
